What is the Affordable Care Act (ACA)?

The Affordable Care Act (ACA) gives individuals and families better access to affordable health insurance, including medical, dental, visual, and other types of health insurance that would otherwise be unavailable. As part of the ACA:

  • You may be able to purchase health care coverage in a state or federal market that offers a variety of plans.
  • Insurers cannot deny coverage based on gender or a pre-existing condition.
  • There is no annual or lifetime coverage.
  • Young adults can remain in their family's insurance policy for a maximum of 26 years.
  • Seniors who have reached the Medicare drug plan coverage gap or "donut hole" can get discounts on medications.

When to register

The open registration period usually takes place at the end of the year. This is when you can freely make changes to your purchased health insurance coverage in the ACA health insurance market.

During the open registration period you can:

  • Re-enroll in your current plan
  • Choose a plan for the first time
  • Choose a new plan to replace your current plan
  • Make changes to your existing insurance plan
Normally, changes can only be made all year round if:
  • Marry or divorce
  • Have a baby or add a family member to your family
  • Loss of other coverage
  • Switch to a new state
  • Qualify for Medicaid or CHIP

Check to see if your personal event allows you to change your coverage under a special membership period.

How to register and get your questions answered

There are several ways you can get more information and apply for ACA health care coverage.

  • Visit HealthCare.gov to apply for benefits through the ACA Health Insurance Marketplace or you will be directed to your state's health insurance market website. Markets, prices, grants, programs and plans vary from state to state.
  • Contact the market call center.
  • Find a local center to apply or to ask questions in person.
  • Download an application form to request it by mail

Using your cover

If you have questions about specific parts of your insurance plan, you should contact your insurance company for answers. Only your insurance company can answer specific questions about doctors, medications, treatments, medical equipment, and what is and what is not covered by your plan.

  • Find the contact details of your insurance company on your insurance card or invoice.
  • If you do not know how to reach your insurance company, please contact the market call center.
  • If you need help appealing a dispute with your insurance company, please contact the Marketplace call center.

Small enterprises

Health insurance plans

Health insurance will help you pay for medical services and sometimes prescription drugs. Once you've purchased insurance coverage, you and your health care provider agree to pay a portion of your medical bills, usually a fixed amount or a percentage of the cost.

How to get health coverage

You can get health care coverage by:

  • A group protection plan for your job or that of your spouse or partner
  • Your parents' insurance, if you are under 26
  • A plan that subscribes directly to a health insurance company or through the health insurance marketplace.
  • Government programs like Medicare, Medicaid, or the Children's Health Insurance Program (CHIP)
  • Veterans Administration or TRICARE for military personnel
  • Your state, if it offers health insurance
  • Ongoing coverage from your former employer's employer, on a temporary basis under the Omnibus Consolidated Budget Reconciliation Act (COBRA)

Types of health insurance plans

When shopping for health insurance, your options generally fall into one of three categories:

  • Traditional reimbursed health insurance plans are often the most expensive option, but give you the most flexibility in choosing health care providers.
  • Health care organizations (HMOs) offer lower out-of-pocket payments and cover the cost of more preventive care, but your choice of health care providers is limited to those in the plan.
  • Preferred Provider Organizations (PPOs) offer lower copays like HMOs, but give you more flexibility in choosing a provider.

Choose health insurance

Read the fine print when choosing between different care plans. Also ask lots of questions, like:

  • Can I go to a doctor, hospital, clinic or pharmacy of my choice?
  • Are specialists such as ophthalmologists and dentists covered?
  • Does the insurance cover special conditions or treatments such as pregnancy, psychiatric care, and physical therapy?
  • Does the plan cover home care or nursing home care?
  • Does the plan cover all the drugs my doctor can prescribe?
  • What are the deductibles? Are there own contributions? The deductible is the amount you must pay before your insurance company will pay a claim. These differ from copays, the amount you pay when you receive medical treatment or a prescription.
  • What is the most I will have to pay out of pocket to cover expenses?
  • If there is a dispute regarding a bill or a service, how will it be handled?

Health insurance for people with disabilities

If you have a disability, you have three options for government health insurance.

  • Medicaid provides free or low-cost medical benefits to people with disabilities. Learn more about eligibility and how to apply.
